Die W\u00e4rmewende verl\u00e4uft regional jedoch sehr unterschiedlich. Die Agentur f\u00fcr Erneuerbare Energien (AEE) analysiert in einem neuen Hintergrundpapier den Status quo und die Entwicklung der W\u00e4rmeversorgung in den Bundesl\u00e4ndern. Spitzenreiter bei der Kommunalen W\u00e4rmeplanung ist Baden-W\u00fcrttemberg, wo W\u00e4rmepl\u00e4ne in den St\u00e4dten und Gemeinden schon seit 2020 verpflichtend sind: Bereits 26 Prozent der Kommunen verf\u00fcgen hier \u00fcber einen W\u00e4rmeplan. Im n\u00e4chstplatzierten Fl\u00e4chenland Nordrhein-Westfalen sind es zw\u00f6lf Prozent. Das Land mit der gr\u00f6\u00dften Anzahl an Kommunen, in denen W\u00e4rmepl\u00e4ne erstellt werden m\u00fcssen, ist Rheinland-Pfalz. Hier haben sieben Prozent der St\u00e4dte und Gemeinden ihre W\u00e4rmeplanung abgeschlossen, was genau dem Bundesdurchschnitt entspricht.<\/p>\n<p>Der Bund gibt als Zieljahr 2045 f\u00fcr treibhausgasneutrale W\u00e4rme vor. Drei Viertel der Kommunen setzen ambitioniertere Ziele und streben 2040 Klimaneutralit\u00e4t an. Sieben Prozent wollen diese Zielmarke bereits im Jahr 2035 erreichen. W\u00e4rmenetze decken nach Angaben der Pl\u00e4ne aktuell einen Anteil des W\u00e4rmebedarfs von durchschnittlich neun Prozent. Dieser soll auf 37 Prozent steigen.<\/p>\n<p>Die M\u00f6glichkeiten der Bundesl\u00e4nder, die W\u00e4rmewende voranzutreiben, variieren stark und h\u00e4ngen von geografischen, geologischen und sozio\u00f6konomischen Bedingungen ab. Biomasse hat den gr\u00f6\u00dften Anteil an erneuerbarer Fernw\u00e4rme, weshalb L\u00e4nder mit viel Landwirtschaft und Waldfl\u00e4chen vorne liegen. Bayern erzeugte 2022 mit 5,4 Milliarden Kilowattstunden bundesweit die meiste Fernw\u00e4rme aus Erneuerbaren Energien, gest\u00fctzt durch gro\u00dfe Geothermie-Kapazit\u00e4ten (385 von 408 Megawatt deutschlandweit), was anteilig 33,7 Prozent ausmacht. Dahinter folgen Baden-W\u00fcrttemberg (27,2 Prozent) und Rheinland-Pfalz (26,7 Prozent).<\/p>\n<p>Die W\u00e4rmepumpe war 2024 das beliebteste Heizsystem im Neubau \u2013 mit den h\u00f6chsten Quoten in Sachsen-Anhalt (83\u202fProzent) und im Saarland (82\u202fProzent). In den Stadtstaaten Hamburg, Berlin und Bremen liegt der Wert unter 50 Prozent, da in den urbanen Strukturen mit vielen Mehrfamilienh\u00e4usern und hoher W\u00e4rmeverbrauchsdichte eher auf Fernw\u00e4rme gesetzt wird.
